Deer Valley Resort (formerly Royal Street Land Co.) was issued a permit in 1977. The Deer Valley 12th Amended and Restated Large Scale MPD Permit is currently in place. The MPD authorizes densities for the Snow Park Village Parcel which consists of the surface parking lots (Existing Site). The Snow Park Village Parcel is 14.93 acres and is authorized 209.75 Unit Equivalents. No formal site plan had been established or approved.

On December 14, 2023, the City Council voted in favor of a Right of Way vacation, vacating 2.62 acres of Deer Valley Drive and extending the proposed site, with 2 conditions - the completion of a Public-Private Partnership Agreement, which includes the contribution of $15 million from Deer Valley towards an offsite transit center, and approval by the Planning Commission of the Deer Valley Conditional Use Permit and amended MPD.

In March 2024, Deer Valley presented revised site and circulation plans and requested community feedback. The plans now include an underground drop off and transit center at the base. The community advocated for these changes and Deer Valley listened.

On October 30, 2024, a Special Planning Commission Meeting was dedicated to a review of the revised Snow Park Development site and circulation plans. Meetings were also held on November 13, 2024, December 11, 2024, January 22, 2025 and February 26, 2025.

On February 26, 2025, the Phase I CUP was approved for the parking garage, transit center, and road and pedestrian improvements. Phase II for the vertical development will be presented to the Planning Commission in the summer of 2025.
